Clara Morgan holds a Ph.D. in Public Policy from Carleton University and a Masters in Education from the University of Toronto's Ontario Institute for Studies in Education.

Dr. Morgan's doctoral research examined international education policy with a focus on international student assessments. She has published in the areas of post-secondary education. More recently, she has presented at conferences on the topic of transnational educational governance and on the history of international student assessments.

Other areas of research that Dr. Morgan has studied involve gender and public policy and gender mainstreaming in the federal public service.
